Kids First New York™ Enact a Supplemental Budget to Keep New York Families Together and Children Safe
Understanding that New York State faces extraordinary economic pressures this year and next, that will force difficult choices among many competing priorities, I urge you to ensure that services children need and families depend on are secure and adequately funded. This year, a supplemental budget is needed to protect vital services that keep New York's families together and children safe. I urge you to:
Child Welfare
- Restore $122 million to TANF-TITLE XX for preventive services
- Restore $18 million in TANF funding for preventive and aftercare services
- Add $10 million for foster care rates
Housing and Homelessness
- Restore $4 million in TANF funding to maintain the
- Supplemental Housing Intervention Program (SHIP)
- Restore $2 million in TANF funding for supportive housing for families and youth
Youth Development and Juvenile Justice
- Restore $10 million for the Summer Youth Employment Program (SYEP)
- Restore $1.2 million for Youth Development and Delinquency Prevention (YDDP)
- Restore $1.04 million for the Special Delinquency Prevention Program (SDPP)
- Restore $1.5 million for extended day-violence prevention funding
Income Security
- Amend budget language to allow families under 200% FPL to continue to access TANF funded programs
- Enact legislation to increase the minimum wage to $7.15 an hour
Child Health and Mental Health
- Restore $14 million to maintain Medicaid coverage for 77,000 children age six to 19
